 Goa Health Minister Vishwajit Rane has scripted one of the most remarkable healthcare success stories in the country by launching and scaling 10 transformative initiatives that blend cutting-edge technology, preventive care, emergency response, and social inclusion. From making IVF free in a government hospital to building India’s first fully digital Primary Health Centre and saving thousands of heart attack victims within the golden hour, Rane has proved that a small state with strong political will can deliver world-class public healthcare.

1. Deen Dayal Swasthya Seva Yojana (DDSSY) – Universal Cashless Healthcare

Vishwajit Rane expanded the DDSSY scheme to cover the entire population, providing cashless treatment up to ₹20 lakh per family for secondary and tertiary care. Over 22,900 beneficiaries have availed advanced treatments, including cancer therapy, cardiac surgeries, and organ transplants, without spending a single rupee from their pockets.

2. STEMI Goa Project – Revolutionizing Heart Attack Response

Launched in 2018, the STEMI (ST-Elevation Myocardial Infarction) network connects 108 ambulances, PHCs, and GMC via a hub-and-spoke model. More than 21,000 ECGs have been transmitted in real time, 4,500+ patients thrombolysed, and mortality rates from heart attacks have dropped dramatically, earning national and international recognition.

3. Free IVF & Fertility Treatment at Goa Medical College

In a historic first, GMC under Rane’s leadership became the only government hospital in India offering completely free IVF and IUI cycles. Till date, 73 IVF cycles and 176 IUI procedures have been completed, resulting in numerous successful pregnancies and births for couples who could never afford private fertility clinics.

4. Swasth Mahila Swasth Goa – Massive Breast Cancer Screening Drive

Over 1.5 lakh women have been screened using portable iBreast exam devices. Eighteen dedicated cancer detection camps were organised across talukas, identifying early-stage cases and providing free follow-up treatment, significantly improving survival rates.

5. Corlim PHC – India’s First Fully Digitised Primary Health Centre

Rane inaugurated the country’s first 100% paperless, digitally integrated PHC at Corlim, featuring electronic health records, teleconsultations with specialists, online appointments, and e-pharmacy services – a model now being studied by the Union Health Ministry for national replication.

6. 108 Ambulance Fleet Expansion & Emergency Overhaul

From just 32 ambulances in 2017, the fleet has grown to 103 advanced life-support vehicles, reducing urban response time to under 12 minutes and rural to 18 minutes. The service has saved 1.38 lakh lives and facilitated over 5,000 emergency deliveries.

7. State Organ and Tissue Transplant Organisation (SOTTO)

Nine successful organ transplants have been performed under SOTTO, including heart, liver, and kidney procedures. Rane’s awareness campaigns have dramatically increased pledge registrations and made Goa self-reliant in organ retrieval and transplantation.

8. TeleManas – 24×7 Mental Health Helpline

Launched in partnership with NIMHANS, TeleManas provides free, anonymous counselling in multiple languages. Over 4,000 calls have been handled, offering critical support during the post-pandemic mental health crisis.

9. Mega Medical Camps – Taking Specialist Care to Villages

Sixteen large-scale camps across Goa have screened more than 13,000 citizens, detecting critical conditions (including five silent heart attacks in a single camp) and providing free medicines, diagnostics, and referrals on the spot.

10. Project Parivartan – Fighting Antimicrobial Resistance

A four-year statewide program across 41 public health facilities focusing on infection control, rational antibiotic use, and surveillance. Regular training and audits have significantly reduced hospital-acquired infections.
