Goa Sets a Benchmark in Inclusive Welfare: Free Ration for People Living with HIV/AIDS (PLHIV)
In a groundbreaking step toward social equity and compassionate governance, the Goa Government has launched a major food security initiative for People Living with HIV/AIDS (PLHIV).
This initiative ensures that PLHIV families will now receive 5 kg of rice per person per month—absolutely free of cost, significantly improving their nutritional access and quality of life.
The program was launched in close coordination between the Goa State AIDS Control Society and the Department of Civil Supplies & Consumer Affairs, with APL (Above Poverty Line) ration cards of PLHIV families being converted to PHH (Priority Household) cards. This shift empowers affected families to receive subsidized food under the National Food Security Act (NFSA).
Health Minister Vishwajit Rane, sharing the news on X (formerly Twitter), said:
“A significant milestone in ensuring food security for People Living with HIV/AIDS (PLHIV) in Goa.”
The first converted PHH ration card was ceremoniously handed over by the Project Director of Goa State AIDS Control Society to the Director of Zindagi – Goa NGO, symbolizing the start of this crucial welfare rollout.
This initiative reflects Goa’s enduring commitment to:
-
Restore dignity to vulnerable citizens
-
Provide critical nutritional support
-
Ensure social protection for PLHIV households
With this move, Goa not only strengthens its healthcare support systems but also sets an example for inclusive, rights-based governance that prioritizes human dignity above all.
