TCP 2.0: Goa’s Urban Planning is Now a Digital Citizen Service

For decades, getting a construction or zoning clearance in Goa meant delays, paperwork, and uncertainty. Today, under Minister Vishwajit Rane, the TCP department runs like a digital public service, not a maze of manual approvals.

Key Reforms Include:

·        GIS-based zoning checks before plan submission.

·        Public e-TCP portal for submitting and tracking applications.

·        Auto-approval windows based on file duration.

·        File status transparency = Zero discretion.

·        Public dashboard of all active clearances.

Result:

·        Approval time reduced from 90+ days to under 21.

·        Complaint redress rate: 96% within 7 working days.

·        Middlemen removed from all key nodes.

This is urban reform led by data, not discretion.
